The Eaker Institute, the public policy and research arm of the Air Force
Associations Aerospace Education Foundation, is hosting a colloquy on aerospace
power operations in Yugoslavia and their implications for future doctrine, force structure
and resource allocations.
Despite what many call a flawed strategy in Operation Allied Force, NATO air operations
were conducted with near-flawless precision. In the end, aerospace power did compel the
Milosevic regime to accept NATOs terms. Through the eyes of the Air Forces top
commander in Europe and panelists knowledgeable in strategy and airpower operations, this
Eaker Colloquy will review the emerging lessons from Allied Force and will address the
potential trends in future strategy and forces.

| Gen Michael J. Dugan, USAF (Ret) |
Former Air Force Chief of Staff and commander of U.S. Air Forces in
Europe. He is currently serving on a Scientific Advisory Board study team and is the
President and C.E.O. of the National Multiple Sclerosis Society. He has logged 4,700 hours
of military flying and over 300 combat missions. |

| Gen John P. Jumper |
Commander of U.S. Air Forces in Europe and commander of Allied Air Forces
Central Europe. He has served in the Pentagon as the deputy chief of staff for air and
space operations and is a command pilot with 4,000 flying hours, principally in fighter
aircraft. |

| Dr. Edward N. Luttwak |
Senior Fellow at the Center for Strategic and International Studies and
member of the U.S. National Security Study Group. He has served as a regular consultant to
the Department of Defense, conducted numerous studies on strategic and force structure
issues and was a civilian contractor to the USAF "Checkmate" War-Planning unit
during Desert Shield and Desert Storm. |

| Air Vice-Marshal R. A. "Tony" Mason RAF (Ret) |
Senior visiting fellow to the Post-graduate School of International
Security Studies at the University of Birmingham. He lectures internationally to military
colleges and universities on air power and is frequent analyst for the BBC. His most
recent book is "Air Power: A Centennial Appraisal." |
